John Foster has been a faculty member in the Department of Public Administration and Policy Analysis since 2012. His current rank is Associate Professor. Professor Foster holds a Ph.D. in Public Policy and Administration and a Master degree in Public Administration from the University of Kentucky. Dr. Foster's teaching and research interests include public finance and budgeting, particularly at the state and local levels, quantitative research methods, education policy, program evaluation, policy analysis, and public sector economics. Professor Foster's research draws from public finance theory and political economy to explore the determinants of the tax structures and education finance policies that state and local governments implement. His work has appeared in such journals as Public Budgeting and Finance, the Journal of Policy Analysis and Management, Public Finance Review, the Journal of Education Finance, and Research in Higher Education. He has also conducted applied research that compares tax burdens in Illinois localities with those of neighboring localities in Missouri and Indiana. As a faculty member at SIUE, he has taught courses in public sector budgeting and financial management, quantitative analysis, and anti-poverty programs
