Motor Vehicle Regulations, SIUE - 6D2
REGULATIONS
Article I/General
- These regulations shall apply to owned, leased, or rented facilities in Edwardsville, East St. Louis, and Alton and any other facility under the jurisdiction of the Chancellor of Southern Illinois University Edwardsville.

All faculty, staff, and student vehicles parked on SIUE campuses are required to have current valid University parking registrations for the lot in which they are parked. If a vehicle is not registered, motorists can park in one of the pay lots/spaces and pay for parking as designated for that lot and its use.
- Persons having complaints, suggestions, or questions regarding these regulations or their enforcement may direct such to the University Parking Services Office. In addition, any person may request a hearing before the Parking and Traffic Committee, which meets monthly, to lodge a complaint or make a suggestion concerning parking rules, regulations and enforcement. The Parking and Traffic Committee may take appropriate action within its jurisdiction, or may refer such complaint or suggestion involving personnel to one of the following offices for investigation and such remedial action or recommendation as appropriate:
- Staff - Vice Chancellor for Finance and Administration
- Faculty - Vice Chancellor for Finance and Administration
- Students - Vice Chancellor for Student Affairs
Article II/Traffic
- Regulations
- The maximum speed limit is 45 miles per hour unless posted by sign for lesser speed. In marked and posted pedestrian crossing areas, the pedestrian has the right-of-way. The maximum speed limit in such areas is as posted.
- All traffic accidents involving property injury shall be reported as soon as possible to the University Police by owners or operators of the vehicles involved.
- The current vehicle traffic regulatory signs consisting of color-coded symbols are hereby considered official for use at their present locations.
- Through truck traffic is not permitted on campus roads. Trucks are defined as commercial type vehicles with Gross Vehicle Weight (G.V.W.) of 8,000 pounds or more. Truck traffic is not permitted except for delivery of goods, services, and official business.
- Traffic laws are enforced by SIUE Police as well as additional state, local, and county agencies where applicable.

Article III/Parking
- Regulations
- Parking of motor vehicles on all property of Southern Illinois University Edwardsville is allowed in designated legal parking spaces for properly registered vehicles in the lot(s) for which the registration is valid. Vehicles that are not registered may park in designated pay parking lots or a designated pay space in certain parking lots only. Parking for students, faculty, and staff is permitted only when a license plate has been properly registered, and the vehicle is parked in the appropriate parking lot. Vehicles that are parked without proper registration, or vehicles that are parked in pay areas without valid payment in advance for the time which they are parked are subject to receiving parking citations. Current information concerning the cost of registration, pricing, and parking lot designations may be found on the Parking Services website at: siue.edu/parking.
- Parking lots are designated by numbers or letters. Color-coded by signs are posted at the entrances and exits of each parking lot indicating with registration is allowed to park within that specific parking lot. Vehicles may be parked only in lots matching the vehicle's registration. Vehicles parked in lots not allowed by their registration are subject to receive parking citations.
- Pay parking lots (Lots B and C) and designated pay spaces in parking lots A, E, and F are open to all registered and non-registered vehicles. Payment is required for any vehicle that is parked in a pay lot or space regardless of parking registration. Visitors may use pay lots or pay spaces, unless other arrangements have been made for them. Visitors who park in pay lots or spaces must prepay for the time they anticipate being parked and park within designated pay areas. Parking lot C has a maximum daily parking limit of two hours. Vehicles parked longer than two hours in lot C are not allowed to extend their time and must move to a different lot to avoid receiving citations. (See Article VI for guest parking regulations at Cougar Village and residence halls)
- Parking in loading zones is not permitted except for cargo loading and unloading which may be accomplished on a short-time-limit indicated by signs which designate the area as temporary parking spaces. No parking is permitted in the tunnel between Rendleman Hall and the Morris University Center.
Occupied vehicles are permitted to stop along Hairpin Drive in designated areas for the sole purpose of dropping off and/or picking up riders. Parking, even when the vehicles is occupied, is not permitted and will result in a fine being issued, except for individuals with special permits authorizing them to park in the Office of Admissions/Campus Tours section.
- Vehicles belonging to contractors or their employees will be permitted to park within or near the confines of the construction sites with appropriate registration which is provided by Facilities Management or by the specific department with which they are working.
- Parking in areas other than designated parking lots and parking areas is not allowed. This includes but is not limited to: vehicles illegally parked in spaces for persons with disabilities, in fire (red curbs) or emergency lanes (yellow curbs), those blocking aisles or creating hazardous traffic situations, or are parking in non-designated parking spots. Violators will be ticketed and are subject to being towed. In all cases, the driver or owner is liable for payment for towing and storage.

- Enforcement Assessments (Parking)
- Parking rules and regulations are enforced by University Parking Services and SIUE Police.
- Parking citations will be issued to vehicles that are found to be in violation of University parking regulations. Citations are payable within fourteen (14) calendar days of the date issued. If a citation is not paid within 14 days, the fine will increase. Citations may be paid in person at the Parking Services Office, paid by mail, or paid online. Instructions for payment may be found online at the Parking Services website or on the back of each citation. A complete breakdown of parking violation types and costs may be found by visiting the Parking Services website at siue.edu/parking.
- Individuals with unpaid citations which exceed a past due amount are designated as Scofflaws and are subject to having their vehicles towed the next time they are found to be in violation. The driver, registrant, and owner of the vehicle will be liable for payment for towing and its associated costs, and the citation. Specifics regarding the threshold for Scofflaw designation may be found on the Parking Services website.
- Parking in areas other than designated parking lots and parking areas shall subject the vehicle to tow. Parking in no parking zones and unauthorized parking in wheelchair spaces and fleet zones may subject the vehicle to tow and citations.
- Parking rules and regulations are enforced by University Parking Services and SIUE Police.
Article IV/Registration
- Regulations
- Registration of vehicles parked on University property by students, faculty, and staff is mandatory. Parking on campus for students, faculty, and staff is controlled and permitted by the use of official registration of a vehicle's license plate. Once a vehicle registration has been purchased, it is the driver's responsibility to park in the properly designated parking lot(s) for which the registration allows.
- It is the responsibility of the driver to ensure that the vehicle's license plate is properly registered to park in the appropriate lot and that the license plate is clearly visible while parked.
- If an employee or student with a current registration has a need to drive another vehicle to campus for a temporary period of time (for example, temporarily driving a rental or dealership loaner vehicle), they should notify the Parking Services Office of such information, to avoid the ticketing of their temporary vehicle.
- Registration of vehicles parked on University property by students, faculty, and staff is mandatory. Parking on campus for students, faculty, and staff is controlled and permitted by the use of official registration of a vehicle's license plate. Once a vehicle registration has been purchased, it is the driver's responsibility to park in the properly designated parking lot(s) for which the registration allows.
- Disability Permits
- Individuals with State issued disability license plates or hangtags, may park in designated disability parking spaces located in any parking lot regardless of the parking lot for which the vehicle is registered to park. An SIUE parking registration (permit) is also required to avoid a citation. Vehicles that park within pay parking lots or spaces are still required to pay to park for the time in which they are parked however, and will be subject to receiving citations if they are not paid.
- For short-term disabilities, temporary accommodations for closer parking may be issued by Parking Services for periods of one month at a time, renewable for up to 3 months, upon receipt of documentation from a medical professional requesting closer parking accommodations be made for the student, faculty, or staff member. Confirmation from the Dean of Students Office or the ACCESS Office may be provided to Parking Services, if the student or faculty/staff member has submitted relevant documentation pursuant to a process facilitated by such office. Purchase of an SIUE parking registration is also required. A temporary disability permit allows parking in any lot, but not in a designated space for persons with disabilities.
- Individuals with State issued disability license plates or hangtags, may park in designated disability parking spaces located in any parking lot regardless of the parking lot for which the vehicle is registered to park. An SIUE parking registration (permit) is also required to avoid a citation. Vehicles that park within pay parking lots or spaces are still required to pay to park for the time in which they are parked however, and will be subject to receiving citations if they are not paid.
- Temporary Daily Permit Registration
- Temporary daily permit registration is available for purchase for students, staff, or faculty who will only be parking for limited periods throughout the year. Temporary daily registrations may be obtained in person at the Parking Services office or online via the Parking Portal which may be found on the Parking Services website.
- Registration Assessments
- Citations resulting from parking of vehicles not properly registered may be paid to Parking Services within fourteen (14) calendar days. Citations, which have not been appealed or paid during the specified time frame, will incur additional fees, and could subject the citation recipient to further penalties and/or sanctions.
Article V/Appeals
- Any person who desires an administrative hearing must make an appeal with Parking Services within fourteen (14) calendar days immediately following the date of the citation. A $5.00 partial payment is required with the appeal. Directions on how to file an appeal and the criteria for doing so may be found on the Parking Services website.
- Anyone who fails to pursue their administrative hearing waives the right to the same and shall be subject to the monetary charge resulting from the original citation.
- Parking Services shall review all appeals submitted under these regulations and affirm the charge or determine that no charge was incurred.
- The Parking and Traffic Committee shall create an Appeals Subcommittee which shall hold meetings on a regular basis.
- Appeals denied by Parking Services may be further appealed to the Appeals Subcommittee.
- Citations or summons directing the alleged violator to the State court may be appealed in accordance with State law.
Article VI/Cougar Village, Woodland, Prairie, Evergreen, and Bluff Hall Parking Regulatory Policies
- All contracted single residents and family residents with vehicles on campus are required to register their vehicles with Parking Services or online through the Parking Portal in order to park in areas reserved for resident parking. Residents must register each vehicle, including motorcycles, that they park in residential areas.
- Cougar Village overnight guests will be allowed to park in residential parking spaces at Cougar Village with appropriate overnight guest parking registration issued in accordance with the Overnight Guest Policy. Daytime guests may register their vehicles to park by visiting the Commons Building. Vehicles may then park for a maximum of four (4) hours. These guests may also park in residential parking spaces or at the Commons Building once their vehicles have been properly registered.
NOTE: If your vehicle has a valid red, green, brown, blue, orange or yellow Residence Hall parking registration, you are a visitor at Cougar Village. These registration will be honored in Lots 5A and 4A. No additional permits are required unless planning to stay overnight. Guest vehicles that will be staying overnight must register for overnight parking.
Woodland, Prairie, Evergreen, or Bluff Hall visitors may park their vehicles, on a pay basis, in Lot B or Lot C (two-hour daily time limit) or in the designated pay spaces in Woodland, Prairie, Evergreen or Bluff Halls. Daytime guests may also register their vehicles at the front desk for parking permits good for a maximum of four (4) hours. These guests may park in residential parking spaces in Lots WH, PH, EH or BH. An overnight guest may register to park a vehicle in Lots WH, PH, EH or BH when the sponsor resident completes the overnight guest form and receives appropriate approval.
- Residents are subject to all provisions of the Motor Vehicle Regulatory Policies of Southern Illinois University Edwardsville. Vehicles that are improperly parked at Cougar Village will be ticketed. Abandoned vehicles, vehicles which present a clear danger, and vehicles parked in emergency drives may be towed at the owner's expense.
