General Bicycle Regulations
Bicycle rules and regulations must be followed in accordance with the "Illinois Bicycle and Pedestrian Rules of the Road," 625 ILCS 5/11-1501. As a general rule, bicycles must obey the same traffic laws as vehicles. Speed on campus property must not exceed 15mph.
SIUE assumes no responsibility for the care or protection of any bicycle or its contents while parked and/or operated on University property. Likewise, neither the University nor its agents will be held liable for damage to bicycles or securing devices (locks) that are damage in the course of removal or impoundment.
The operator of a bicycle should yield to pedestrians in all situations of conflicting traffic. Bicycle regulations are in effect at all times.
When riding on non-roadways, cyclists shall walk bikes at approved crosswalks when crossing the road.
The use of e-bikes shall follow the same rules and regulations provided in this policy as non-motorized bikes. E-bikes are defined at bicycles running on electric power. Gas-powered bicycles are prohibited on SIUE Campus.
Bicycle Parking
Bicycles should be parked only within designated bicycle areas or in bicycle parking racks. Locks are recommended for security purposes.
No bicycle is to be positioned in a rack so as to obstruct normal usage for other bicyclists. The University has installed modern "Wave" style bicycle racks on the Edwardsville and Alton campuses.
Bicycles obstructing pedestrian or vehicular traffic or which are parked against or locked to a sign, lamp post or any object other than a bicycle rack are subject to removal and impoundment. Bicycles left outside designated parking areas are also subject to these penalties.
Parking or storage of bicycles in University buildings is generally not permitted; however, exceptions may be granted by the Office of the Vice Chancellor for Administration. University Housing residents should refer to the Bicycle Storage section located in the University Housing Living Guide. Any bicycle impounded will be held by University Police for a period of 90 days. After 90 days, bicycles will be subject to State surplus regulations.
Bicycle Safety
- Use a backpack or bicycle bag to carry books and other cumbersome items.
- Use extreme caution where the line of sight is limited or where there are pedestrians.
- Allow additional stopping distance when braking in wet weather conditions.
- Ride single file when riding in a group.
- Ride only as many passengers on a bicycle as it is designed by the manufacturer to carry.
- Equip bicycles with white lights which can be seen 500 feet to the front and with red reflectors which can be seen from 100-600 feet to the rear (for bicycles ridden at night).

Inquiries and Regulations
To report illegally parked bicycles or to inquire about a missing bicycle, call University Police at the non-emergency number at 618-650-3324.
In-Line Skates, Roller Skates, Skateboards, Hoverboards, Scooter and Other Personal Conveyance Devices
Each person using skates, skateboards, hoverboard, or scooters etc. on University property shall observe all traffic control devices and the following regulations:
May be used on all University sidewalks and bicycle pathways where bicycle traffic is permitted. Skating and skateboarding are not permitted in areas where bicycles are prohibited or on streets open to vehicular traffic. Trick or stunt riding is prohibited. Speed on campus property must not exceed 15mph.
Yield to pedestrian, bicycle, or motor vehicle traffic in all situations of conflicting traffic.
Carry during heavy pedestrian traffic on sidewalks or pathways.
Do not use in University Buildings, their entrances, and wheelchair ramps leading to them. Also prohibited on any structure which includes steps, stairs, benches, curbing, ramps, or loading docks. Skates and skateboards are also prohibited at the following locations:
- Tennis courts
- Basketball courts
- Stadium track, parking lot, and adjacent grounds
- The Gardens at SIUE
- Sidewalks surrounding and leading to the Wadlow Statue at the School of Dental Medicine
- Parking lots
Violation of any of these regulations may result in the confiscation of the skates or skateboards.
Electric scooters and electric skateboards shall follow the same rules and regulations provided in this policy, as well as manufacturers' safety recommendations regarding charging and storage. Gas-powered scooters are prohibited on the SIUE Campus. In-line skates, roller skates, skateboards, hoverboards, and scooters also follow all regulations in the policy regarding bicycles.
This policy is not exclusive. Any other forms of non/motorized or electronic modes of transportation not meant to assist persons with disabilities shall need to be approved by the Chief of Police or his/her designee. Any such approved devices shall follow all the regulations in this policy.
