Donna M. Richter
Donna M. Richter, Chief Executive Officer of the Southern Illinois Builders Association (SIBA), has worked for the Association serving the construction industry for 42 years. Richter also serves as Administrator for the Southern Illinois Construction Advancement Program (SICAP), a not-for-profit industry fund powered by employer contributions.
SIBA is a trade association for commercial contractors serving the 39 southern counties in Illinois. Established in 1945, SIBA represents approximately 500 construction companies and is the largest regional contractor association in Illinois. Through its online plan room, SIBA tracks approximately 3,000 projects per year in Southern Illinois, Central Illinois, and the St. Louis Metropolitan area.
