Lovejoy Library Circulation Policies - 4C3
- PURPOSE
The purposes of the circulation policies are the following:
- to assure equitable access to and protection of University property.
- to define borrower eligibility.
- to specify penalties for failure to return borrowed materials.
- to define procedures for enforcing the penalties.

- BORROWER ELIGIBILITY
- GENERAL - SIUE faculty, staff, and students are automatically eligible borrowers. Others who wish to register as borrowers should contact a supervisor in the Circulation Department. All borrowers must present the required identification to check out library materials and are responsible for keeping a current address on file at the Circulation Department.
- BORROWER GROUPS
- FACULTY GROUP includes SIUE faculty and professional staff.
- GRADUATE STUDENT GROUP includes all graduate students.
- STUDENT/STAFF GROUP includes undergraduate students and civil service employees.
- COURTESY GROUP includes SIUE Alumni Association members and Friends of Lovejoy Library. ( Appendix I)
- AFFILIATED GROUP includes members of SIUE-sponsored programs which have been granted special borrowing privileges by Lovejoy Library. ( Appendix II)
- OTHER ILCSO LIBRARY GROUP includes patrons of other institutions in the Illinois Library Computer Systems Organization.
- FACULTY GROUP includes SIUE faculty and professional staff.

- OPEN STACK COLLECTIONS
- RENEWALS
- There are unlimited renewals of most library materials. However, special loans, phonorecords, periodicals, course reserve, and recalled items, as described under "RECALLS," are not renewable.
- ALL BORROWER GROUPS EXCEPT FACULTY: Material must be brought to the circulation desk and the required identification presented. (Note limitations in #1 above.)
- FACULTY GROUP: Materials may be renewed by phone or by writing RENEW and initialing the overdue notice and returning it to the Circulation Department. (Note limitations in #1 above.)
- There are unlimited renewals of most library materials. However, special loans, phonorecords, periodicals, course reserve, and recalled items, as described under "RECALLS," are not renewable.
- RECALLS
- All library materials are subject to recall after the first fourteen days of loan. Items not returned within seven days of the recall notice date will be assessed a fine of $1.00 per day to a maximum of $15.00.
- Items needed for Course Reserves are subject to immediate recall and must be returned within seven days of the recall notice date to avoid the fine.
- Borrowing privileges will be blocked (suspended) if recalled items are not returned within fifteen days of the new due date indicated on the recall notice.
- All library materials are subject to recall after the first fourteen days of loan. Items not returned within seven days of the recall notice date will be assessed a fine of $1.00 per day to a maximum of $15.00.
- RECEIPTS FOR MATERIALS RETURNED
Borrowers may request receipts for materials returned to the Circulation Desk.
- RECOVERY OF OVERDUE MATERIAL
- All borrowers are expected to return materials by the date due. As a courtesy, the Library will send notices when materials are overdue. Failure to receive a notice does not relieve the borrower of the responsibility for assessments incurred.
- Seven days following the due date, the delinquent borrower will be sent a notice of overdue materials.
- Twenty-one days after the due date, the borrower will be notified by mail that a replacement cost will be charged for each overdue item. The notice will include a list of overdue items and any applicable charges and the date on which these charges will be transferred to Accounts Receivable.
- Thirty-one days after the due date, unpaid fines, replacement costs, and a non-refundable processing charge of $20.00 per occurrence will be transferred to the Bursar's Accounts Receivable. At this time, borrowing privileges will be blocked (suspended) in Lovejoy Library and all other libraries in the Illinois Library Computer Systems Organization.
- Sixty days after the due date, a certified letter will be sent to the delinquent borrower advising that legal action may be initiated under the provisions of the Illinois Compiled Statutes, Chapter 720, Act 5, Article 16B, "Protection of Library Materials." A list of overdue materials, applicable charges, and a copy of the Statute will be enclosed. The borrower will be given 30 days to respond.
- Ninety days after the due date, if materials have not been returned or replacement costs and other charges paid, legal action which could result in fines of up to $500 will be initiated. The borrower will be responsible for any additional costs incurred.
- The Illinois Compiled Statute, Chapter 720, Act 5, Article 16B, "Protection of Library Materials," defines the failure to return library materials within 60 days after the due date as either a Class A Misdemeanor or a Class 3 Felony depending upon the aggregate value of the materials.
- All borrowers are expected to return materials by the date due. As a courtesy, the Library will send notices when materials are overdue. Failure to receive a notice does not relieve the borrower of the responsibility for assessments incurred.
- FINES, FEES AND SUSPENSION OF PRIVILEGES
- Failure of any borrower to return library materials will result in the following:
- The addition of a non-refundable processing charge of $20.00 per occurrence to any charges transferred to University Accounts Receivable at the Office of the Bursar.
- Suspension of borrowing privileges at Lovejoy Library and other libraries in the Illinois Libraries Computer Systems Organization.
- Fines will be charged as follows, to a maximum of $15.00 per item:

- Fines for materials borrowed through Lovejoy Library's interlibrary loan service are set and collected by the lending libraries.
- The addition of a non-refundable processing charge of $20.00 per occurrence to any charges transferred to University Accounts Receivable at the Office of the Bursar.
- Failure of any borrower to return library materials will result in the following:
- REINSTATEMENT OF BORROWING PRIVILEGES
Borrowing privileges will be reinstated upon payment of fines and processing charges; and return or renewal (if renewable) of the item or payment of the replacement costs. A minimum of 48 hours is required to process reinstatements.
- APPEALS
Borrowers who feel an overdue notice or billing is in error should contact a supervisor in the Circulation Department at 618-650-2172 immediately upon receipt of the notice or billing. If the problem cannot be resolved through normal circulation procedures, further appeal may be made by writing to the Head of Circulation. Written appeals will be acknowledged within 48 hours of receipt and copies of the appeal and the response provided to the Library Director and Associate Director.
- CHARGES FOR DAMAGED OR LOST MATERIALS
Borrowers will be charged a minimum of $5.00 per item for the repair of damaged materials or the replacement cost if an item cannot be repaired. Replacement costs are based on classification and material type and are taken from a price list developed by the library faculty.
- REFUNDS
If, after having paid a replacement charge for an item, a patron locates and returns the material within 90 days of payment, the replacement charges will be refunded or credited to the borrower's Bursar account.
- VANDALISM
Mutilation or vandalism of library materials is punishable under the Illinois Compiled Statutes, Chapter 720, Act 5, Article 16B "Protection of Library Materials." Lovejoy Library will prosecute offenders and forward the information to the Vice President of Student Affairs for disciplinary action.
- INTERLIBRARY LOAN
Lovejoy Library patrons, as defined, enjoy the privilege of using many of the resources of other institutions through interlibrary loan arrangements. Lovejoy Library complies with the ILLINET Online Resource Sharing Code and the Illinois Interlibrary Loan Code and will support other institutions in the application of their policies and cooperate and assist, if necessary, in the recovery of materials.
- GRADUATE STUDENTS NOT ENROLLED IN CLASSES
To use the Library, graduate students not enrolled in classes and completing theses or other final projects, must enroll in University 500 each term to obtain library privileges.
- INCOMPLETES
Students making up Incompletes and not enrolled in classes may obtain a loan permit for no more than one academic term by presenting the following to the Head of Circulation: a letter from the instructor of the course in which the Incomplete was received, a student identification from the last term attended, and his/her driver's license or other picture identification bearing a social security number. Loan permits are subject to review at the end of the specified time.
- IDENTIFICATION CARDS
- Material will only be charged to the owner of an identification card.
- Lost or stolen cards should immediately be reported to the Circulation Department to prevent their use by someone other than the owner.

- USE OF LOVEJOY LIBRARY BY THE GENERAL PUBLIC
The general public may use most library materials within the library building. Visitors should comply with library policies and procedures.
- FOOD, DRINKS, AND TOBACCO
- Food and drinks are allowed in the basement lounge area only.
- Smoking and the use of all other forms of tobacco are not permitted in the building.

- COMPLIANCE WITH POLICIES
Failure to comply with library policies and to cooperate with library staff in their enforcement may result in the loss of library privileges.
LOVEJOY LIBRARY
COURTESY BORROWER POLICIES
- To be eligible for Courtesy Borrowing privileges, a person must be:
- over 18 years of age, legally able to enter into a binding contract with the University,
- a permanent resident of Illinois or Missouri, as documented by a driver's license or other picture identification, and
- a member of the SIUE Alumni Association, or a member of the Friends of Lovejoy Library. (A contribution to the Friends may be made with the application for courtesy borrowing privileges.)
- To be eligible for Courtesy Borrowing privileges, a person must not be:
- identified as a problem patron by Lovejoy Library or any other LCS (Library Computer System) library, for having overdue library materials or outstanding debts,
- a high school student, or
- a patron of Lovejoy Library or any other LCS library. (Such patrons already have borrowing privileges.)
- Courtesy Borrowing privileges:
- are not transferable,
- are granted within two hours of the application being received by the Circulation Department, and
- are valid until the expiration date of the Alumni Association or Friends of Lovejoy Library membership. (Life members must reapply annually.)
- Courtesy Borrowers:
- are responsible for keeping a correct address on file with the Lovejoy Library Circulation Department,
- are subject to all library policies and are responsible for charges incurred for lost, damaged or overdue materials,
- must present either their SIUE Alumni Association card or their Friends of Lovejoy Library card, along with a picture identification bearing their social security number, to borrow material,
- may borrow materials only at Lovejoy Library. (They are not eligible for audio visual services, interlibrary loans, special loans, out-of-building loans of reserve material, or reciprocal borrowing privileges at other libraries.)
LOVEJOY LIBRARY
AFFILIATED BORROWER POLICIES
- To be eligible for Affiliated Borrowing privileges, a person must be a member of an SIUE program that has been granted borrowing rights by Lovejoy Library. These include, but are not limited to the following:
- Clinical Cooperating Teacher,
- Educard,
- Elderhostel,
- Land Mine Reclamation Council, or
- Upward Bound/Science Awareness.
- The administration of these programs must accept responsibility for their users and agree to issue them with documentation indicating:
- that they are members of the program,
- the period of time covered by the program membership, and
- the program coordinator's name.
- Affiliated Borrowing privileges:
- are not transferable,
- are granted within two hours of the application being received by the Circulation Department, and
- are valid only during the period in which the user is a member of the program.
- Affiliated Borrowers:
- are responsible for keeping a correct address on file with the Lovejoy Library Circulation Department,
- are subject to all library policies and are responsible for charges incurred for lost, damaged or overdue materials,
- must present their program documentation, along with a picture identification bearing their social security number to borrow material,
- may borrow materials only at Lovejoy Library. (They are not eligible for audio visual services, interlibrary loans, special loans, out-of-building loans of reserve material, or reciprocal borrowing privileges at other libraries.)
