VCA Responsibilities
The Vice Chancellor for Administration (VCA) reports to the Chancellor of the University. The VCA is a strategic advisor to the Chancellor, SIU System President, SIU Board of Trustees and other University leaders in order to safeguard and preserve assets and administrative systems. The VCA provides leadership and directs units whose role it is to support the teaching and learning enterprise of the University, and serves as the University’s chief financial officer.
The VCA oversees the following administrative units:
Administrative Services
Leases, Parking Services, Mailing Services, Records Management, Gardens and Freedom of Information
- Provides convenient parking and efficient mail service to the University community
- Provides oversight of the Gardens at SIUE
- Ensures compliance with the State Records Act
- Handles all University leases, Freedom of Information requests, requests to use the Designated Public Forum and rentals of University facilities
Facilities Management
Plant Operations, Transportation, Construction, Renovations and Capital Planning, and Environmental Health and Safety
- Provides a student-centered, educational environment dedicated to communicating, expanding and integrating knowledge
- Oversees campus maintenance and improvement; transportation services; recycling; and design and new construction
Financial Affairs
Administrative Accounting, Bursar, Accounts Payable and Procurement
- Establishes and enforces SIUE fiscal policies
- Enforces and implements fiscal controls to protect funds and other SIUE assets
- Manages SIUE billing and payments
- Oversees procurement in accordance with state regulations and board policies
Human Resources
Recruitment and Testing, Employment and Compensation, Labor and Employee Relations, and Payroll and Benefits
- Assists in the recruitment, development and retention of qualified employees
- Provides programming to enhance the organizational effectiveness of the University
Planning and Budgeting
- Assists with the operating and capital budgeting development, and coordination of the University’s RAMP budget
Campus Security and Crime Prevention
- Community-oriented certified law enforcement agency with full investigatory and arrest authority granted by Illinois law. The SIUE Police Department is open and accessible to the University community 24 hours a day.
University Park
- Provides financial and corporate oversight of the 330-acre technology park located on the SIUE campus
