Other Conflicts of Interest
State and university requirements for conflicts of interest (COI), conflicts of commitment (COC) and nepotism include, but are not limited to:
- Conflicts of Interest and Commitment Policy 1Q9
- Policy on Outside Employment for Faculty, Personnel Policies, II 26
- Policies for Civil Service Employees Chapter 3 Employment Rights and Responsibilities
- Nepotism Policy, Personnel Policies I-4
- Policies for Civil Service Employees Chapter 2 Employment Policies
- Policy 4B3 Student Employment.
Per these requirements, employees must ensure that their outside obligations, financial interests, and activities or relationships do not conflict or interfere with their commitment to the integrity of projects, sponsors, the University and public interest.
To ensure this objectivity, members of SIUE are expected to:
- prevent individual and institutional COI and COC in their assigned duties for the University
- disclose potential COI and COC
- adhere to any requirements created to manage or eliminate COI and COC
- ensure personal relationships do not interfere with objective judgment in decisions affecting university employment or the academic progress of a student and
- ensure their assigned duties for the University receive their full effort, attention and commitment.
The annual reporting and prior approval for outside employment and other activities by faculty are submitted through Kuali Build's Outside Employment & Other Activities form. Please note, this information will need to be re-entered in the Kuali Research Conflict of Interest/Commitment Disclosure form for review if the reporter also has sponsored project activity (see the Sponsored Project Conflicts of Interest site for additional details).
Nepotism plans are submitted through Kuali Build via the Nepotism Management Plan form.
Approval and Reporting Procedures
1. The employee is responsible for:
- obtaining pre-approval and annually reporting their activities as they relate to the employee’s institutional responsibilities via the Outside Employment & Other Activities form
- submitting an annual report for paid work once it has been completed or the fiscal year has ended.
- submitting a Nepotism Management Plan for approval prior to working with an individual with whom a personal relationship may result in or be perceived to result in favoritism
2. Complete the submissions. Log into Kuali Build with your e-ID and password and locate the respective forms for submission. For assistance kualihelp@siue.edu is also available.
- Please read all instructions in the forms and do not leave fields blank. If you have more than one outside employment/activity, you will need to submit a separate form for each activity.
- If you also have an active sponsored project award or are submitting a proposal for external funding, please also update your COI disclosure with this outside employment/activity information.
3. Outside employment/activities must be updated at least annually and as needed for changes in activities that do or may result in COI/COC or favoritism. Please note, Kuali Build does not currently provide annual reminders. Adding a calendar reminder is recommended.
