Market Research (EMSI Data)
A key component of the planning stage is to request and analyze market research. This step helps strengthen a proposal by anchoring the emerging demand for the program in demonstrable data. The University wants to ensure that the online program being proposed will have strong interest that results in strong enrollment, and we have found that market research can be mined for indicators in support of those outcomes.
The Enrollment Systems Research and Analysis (ESRA) team can provide you with market data about the program or subject matter you intend to offer online, through reports generated by Emsi. The economic modeling tool creates an overview report that include things like program completions for the most recent reporting year as well as degree award trends for the past 15 years at top competitor institutions, tuition and fee comparisons, projected job growth in occupations mapped to the program being analyzed, and other insightful information, such as median salary info, sample job postings, and hard and soft skills that are most in demand based on recent postings. You can start this process by submitting a formal request. It takes about 3 minutes to complete and submit.

What Type of Online Program Are You Proposing
Moving an Existing Program to Online Degree Completion
There are four undergraduate Online Degree Completion programs available. This option is for academic units that have identified a 60 credit hour path to completing a bachelor’s degree for prospective students who have completed an associates degree or 50 or more transferable credit hours including a significant number of general education courses.
Moving an Existing Program Online
This option is for academic programs who currently offer an on ground program and are interested in offering the same program in a fully online format.
New Online Post-Bachelor’s Certificate (PBC)
If all of the courses in the PBC are already offered as part of an approved academic program, approval is needed through the academic unit, Form 91a process utilizing CurricUNet, Provost and Chancellor. After initial approval from the Provost's Office, the launch team will assemble to provide coordinated launch services.
New Online Academic Program
Proposing a new academic program requires approval from the academic unit, Provost, Chancellor, SIU system and Illinois Board of Higher Education (IBHE). A notice of intent is required for the IBHE approval and can be obtained from the Office of the Provost or the Office of Online and Education Outreach. The launch team will work with the Provost's Office to determine how and when to engage to launch the program.
