Steps in the Proposal Process
Step 1: Memo of Intent: This memo allows a collaborative team the opportunity to learn about and consider their role in supporting the program and to ask questions if necessary. Preliminary approval of the memo permits course development to begin. It is strongly encouraged that programs submit a Memo of Intent no later than nine months before the program launches. The sample memo of intent can be found in the resources below.
Step 2: The completed proposal is submitted for full review and final approval. The full proposal should be submitted no later than 6 months before the program launches.
Step 3: All programs should be self-supporting and revenue generating within three years and the Budget Analysis template will help to determine projected revenue and expenses.

Understanding the process
In order to proactively manage the process of developing an online program it is important to consider the recommended timelines and expectations. Working out of sequence can result in miscommunication and ultimately a delay in progression.

Full consideration of the following areas are necessary in order to put together a complete program proposal.
Either state that program can be offered in a fully online format or identify any in-person requirements
Complete inventory of program changes that would require Curriculum approval (reference specific course/program change forms that would need to be submitted)
Confirm whether a minor is explicitly required
Identify intended launch date
Describe the intended course format (Example: 8 week accelerated with 5- week summers)
Identify how many times per year a student could start the program
Utilizing the course format, demonstrate 2 course rotations including all required, minor and elective courses;
one option for full time (2 years or less to completion) and
one option for part time (3 years or less to completion)
Outline market need for this program
Prioritize list of program courses for review and enrichment with IDLT
List any additional resources that will be needed for optimal operation of the program
Confirm that this program has
Support from your dean
A plan for administrative support (program director/liaison)
faculty support within your academic unit
willingness to support the program for at least three years
