External Funding Limited Submission
What is Limited Submission?
Some external funding programs limit the number of submissions from an institution (this could be letter of intent (LOI) or full submission). When this is the case the university must decide which proposals will go forward and an internal competition is held. To facilitate a fair decision-making process, faculty/staff who wish to apply to a limited submission funding opportunity, prior to submitting an LOI (if required) or submitting a full proposal must notify ORP of the desire to be considered for the limited submission by completing our Notification of Intent through our Kuali Build Application at least 45 calendar days (6 weeks) in advance of the agency deadline (for known limited submission program, click the solicitation name below for exact due dates). If an internal competition is required, you will be notified to upload your Pre-Submission Materials in your application in Kuali Build.
Limited Submission Programs
Below is a short list of limited submission programs that have historically necessitated internal coordination at SIUE. NOTE: This is not an inclusive list. There are many external funding programs with institutional submission limits. Please be sure to check program guidelines early for any submission limits and deadlines. The ORP maintains a list of current limited-submission programs for which we have received one or more notifications. If you become aware of an external funded limited submission program that is not listed below but you are still interested in applying, complete the Notification of Intent through our Kuali Build Application and select OTHER for the program name and then provide the funding opportunity name and URL to the description.

- NSF Scholarships in Science, Technology, Engineering and Math Program (S-STEM) - proposal due March 3, 2026

- NSF Research Traineeship (NRT): NOTE program 24-597 is currently waiting a new publication
- NEA Grants for Arts Projects (GAP): NOTE currently waiting for a new publication and is not currently accepting proposals
- NSF INCLUDES (Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science ): NOTE This program is awaiting a new solicitation and is not currently accepting proposals.
- NSF Innovations in Graduation Education (IGE) Program: NOTE this program is awaiting a new solicitation and is not currently accepting proposals.
NOT CURRENTLY ACCEPTING APPLICATIONS
- IAC FY26 Creative Projects: NOTE SIUE is not eligible for this funding opportunity because we received one in FY25
- Limited Submission: NEH Summer Stipends: NOTE as of April 2025 this grant program is not being reoffered
- NSF Major Research Instrumentation Grant Program (MRI): NOTE: not accepting applications in 2025, anticipated to accept applications between October 15,2026 - November 16, 2026
- NSF Partnerships for Innovation-Research Partnership Track (PFI-RP): NOTE: As of September 2024, the PFI funding opportunity is not accepting submissions at this time because the solicitation has been retired
Procedure
If, after the 45-day deadline, the number of notifications for a program exceeds the program's limit, the Associate Dean of the Graduate School will establish a committee to oversee proposal selection. If the number of notifications received by this deadline does not exceed the program limit, the Office of Research and Projects will handle the letters of intent on a first-come, first-accepted basis.
