Proposal Policies & Requirements
The Pre-Award Department in the Office of Research and Projects (ORP) helps faculty and staff in the development and submission of opportunities resulting in external funding. If assistance or more information is needed, please contact the Director of Grant Development at siueresearch@siue.edu.

Proposal Processing Timeline
ORP offers a tool to help you plan out your proposal and meet key deadlines.
Routing Requirements
In order to route your proposal for review in KR, the following items must be completed and/or uploaded as attachments:
- Detailed Budget (Completed in KR. Your assigned PreAward staff member can enter it for you.)
- Budget Justification
- Project Summary
- General Kuali Template [doc]
- Agency Guidelines/RFP/Proposal Solicitation
- F&A Justification (If you are using an indirect cost rate that differs from SIUE's negotiated rate.)
- Placeholder documents for system-to-system submissions to agencies such as NIH, EPA, USDA, NEH and HRSA (See the agency guidelines for specific requirements. See templates to common attachments.)
All personnel designated as Principal Investigator or Co-Investigator in Kuali must complete the Proposal Person Certification for each proposal they are on. View a step-by-step guide [pdf] on how to complete this certification.
All personnel must also complete a Conflict of Interest Disclosure. See Conflicts of Interest and Commitment.
Please contact PreAward for assistance in your proposal development. Your assigned Pre-Award staff member can complete your budget for you in Kuali.
When you are ready to route your proposal, please notify your assigned Pre-Award staff member. They will perform a final check before the routing process begins.

- Federal forms that may not be in KR
- Forms included in the KR system will be noted in the system-to-system (S2S) section “ATTACHMENTS”/ “Proposal.” This section will show attachments that are relevant and available to your submission. Check the agency guidelines as well to note other requirements. If a form is unavailable within KR, go to the Grants.gov link above and pull the appropriate form to upload into the application.
